The obligation to obtain the CIN applies to all housing units leased for tourism purposes, as well as to all hotel and non-hotel accommodation facilities, whether privately or entrepreneurially managed, including CAVs (vacation homes and tourist apartments). Pursuant to Article 13-ter of Decree-Law No. 145/2023, it is mandatory to display the CIN both outside the property and on any online listings where the property is featured, including property manager sites, Booking.com and Airbnb.
To obtain the CIN, the property owner or property manager (if equipped with an owner's proxy) must submit an application by connecting through SPID or CIE to the Banca Dati Strutture Ricettive, an official website prepared by the Ministry of Tourism. The process requires the submission of a declaration in lieu of affidavit certifying cadastral data, the type of property, the maximum number of guests and the relevant safety measures in place (the presence of functioning combustible gas and carbon monoxide detection devices and portable fire extinguishers in accordance with the law). In the case of new facilities, however, it will be essential to submit an application to the region before applying for a CIN.
Effective September 3, 2024, it is mandatory to obtain the CIN by January 1, 2025 in order to post ads for property rental in any online platform.
